Our Story
RT Underground (RT) was founded in 2006 as an underground utility contractor. Shortly after inception, RT switched directions and decided to forgo the actual construction of utilities to focus on the locating of such services. Initially, RT started working for utility contractors to locate utilities in front of their excavation. As their experience and reputation grew, they began to work for local engineers providing design phase assistance for infrastructure projects as it relates to utility location in the project areas. Most services are performed as a subcontractor for engineering firms designing municipal, county, and state civil projects.
In 2015, RT was purchased by Jeff Martinez, current owner and operator, and has obtained its DBE certification by ADOT and the City of Phoenix.
Today, RT has established a large clientele for Subsurface Utility Engineering (SUE) because of their high-quality performance and customer service. In 2019, RT located more than 1,500 potholes for various entities.

Our Process
Permit
A permit is obtained from the city where work is conducted to cover all utility locating and verification work.
Traffic Control Plan
A traffic control plan is developed and a Pavement Streetcut Request is submitted.
Potholing
Vacuum excavation potholing is performed which includes mobilization, setup, traffic control, pavement cut and removal, locating of utility, backfill of excavation per MAG Detail 212 (1/2 Sack ABC Slurry), and pavement patchback.
Reporting
A Testhole Data Summary report is completed and provided to the client which includes: utility found, depth, horizontal and vertical location, size and material composition, direction that utilty runs, and top and bottom elevation of utility.

Our Team
Led by owner Jeff Martinez, RT’s collective experience includes airport runways, arterial roadways, highways, and racetracks. RT is very cognizant of the attention to detail when planning and organizing the work, making sure to provide complete and accurate documentation. Once in the field, RT crews are experienced in night shift and weekend work to complete projects with minimal disruption to the travelling public. When needed, RT can supplement their base crews with additional employees and equipment to ensure compliance with all their customer’s needs.
All employees are trained and experienced to safely operate their equipment performing both small and large projects effectively. RT exclusively uses “Vacmasters 1000” vacuum units for their excavation and has a fleet of auxiliary equipment needed to perform the work, including support vehicles, water trucks, dump, trucks, and heavy equipment as necessary.
RT Underground is approved and insured to work at Sky Harbor International Airport. Our team is security cleared with driving privilege badges and has the proper insurance policy in place to work airside.
